Review by the CEO

2025 marked a period of change and increasing demands. The constant change in the international and national security environment, the acceleration of digitalisation and the economic uncertainty affecting the society as a whole have challenged us even more than before.

Under these circumstances, Erillisverkot’s role as a producer of critical telecommunications services for the society is becoming even more emphasised. We will continue our determined work to ensure that our services support the operations of the public authorities and other security operators in all situations. Erillisverkot is ready to take responsibility and develop new services.

Erillisverkot is not preparing for exceptional situations only, but also for everyday security. Civilian operators, such as electricity companies, play a key role in maintaining everyday security alongside the authorities.

Security operators must have the best technological tools at their disposal, which means, among other things, up-to-date communication networks and situational awareness solutions. The deployment of the Virve 2 service, which has until now been slowed down by the availability and compatibility of terminal devices, among other things, is expected to accelerate next year with the introduction of new terminal devices.

Artificial intelligence has developed quickly in recent years and is becoming a part of security work as well. It allows you to process even larger data volumes, which is helpful when analysing images, for example. For the society, the growth in energy consumption driven by data centres and artificial intelligence can pose challenges as an increasing share of electricity is consumed for non-human use.

Significant changes in the operating environment require adapting our company’s operations and lightening the cost structure. For these reasons, we had to hold change negotiations in the autumn to ensure the continuity of services and strengthen our ability to fulfil our tasks also in the future.

As Finland doesn’t have enough resources for developing new communications solutions on its own, international cooperation is essential for Finland and Erillisverkot. Cooperation is also needed to ensure the interoperability of systems. In an international comparison, Finland must be at the forefront of technology, as we cannot compete in volume, for example.

I would like to thank our employees for their efforts and high-quality work in a year of major changes. I also wish to thank our partners for seamless cooperation. Together, we have ensured that our safety operators have the best prerequisites for taking care of all of us in the future.

Security continues to be a dynamic state that requires continuous anticipation and development. However, the basic task of Erillisverkot will not change in 2026 or in the years to come.

Erillisverkot in 2025

  • The Virve 2 service, which updates critical public authority communications to the broadband era, was completed. The overall service comprises four separate services: Virve 2 connection services, Virve 2 Group voice service, Virve 2 Group video service and Virve 2 Terminal device service.
  • A major construction project was completed in data centre services, and a new, high-level data centre was put into customer use.
  • We continued to develop the Krivat situational awareness service in cooperation with Solita and Patria. The consortium formed by these two companies was selected in the tendering process as the implementer of the renewal. The renewal work is financed by the National Emergency Supply Agency.
  • The Porin Leijona property owned by Leijonaverkot was awarded Rakennustieto’s environmental declaration. This shows that the renovated building is environmentally responsible and in line with sustainable development.
  • A test workshop hosted by Erillisverkot successfully demonstrated the transmission of quantum encryption in a multi-provider environment. This contributes to creating the basis for agile and resilient quantum communication. The event was part of Finland’s national NaQCI.fi project implementing the EU EuroQCI initiative (European Quantum Communication Infrastructure).
  • We published our AI strategy. Its main themes are the benefit created to the customer and the improvement of internal efficiency, and it specifies the next steps towards a more comprehensive deployment of artificial intelligence at Erillisverkot.
  • We achieved our energy efficiency target of implementing energy efficiency measures amounting to 1,300 MWh and also joined the Energy efficiency agreement for the next contract period.
  • Change negotiations were held throughout the Group in the autumn due to production-related and financial grounds. 69 employees were made redundant. Erillisverkot offered the discharged employees more extensive support for re-employment than required by law and has been able to offer other duties to some of them.

Erillisverkot builds a secure, functional and sustainable Finnish society together with security operators. Making the communication of authorities and other critical operators secure ensures that citizens receive help when they need it and makes everyday life smoother.

Erillisverkot provides ICT data centre and network operator services for critical communications, mission control and the securing of critical infrastructure. Our customers in the public sector include the Finnish Defence Forces, rescue services, the police, social and health care, the Finnish Border Guard, Finnish Customs, and we also serve several companies that are critical for the security of supply.

Erillisverkot is a state-owned special-purpose company whose ownership is steered by the Prime Minister’s Office. Our head office is located in Espoo, and we operate in several locations across Finland.
