The rescue services are the largest group of users of VIRVE in Finland. VIRVE forms a central part of the management system.

Operational activities are directed using VIRVE and situation communications are also handled using VIRVE. Voice is the primary form of communication, but with arrival of VIRVE, short messages such as status messages and text messages are also starting to be used.
Before VIRVE, the rescue services used analog networks that were regional. VIRVE has clearly improved the scope for cooperation both within the organization, and with other authorities. The rescue services cooperate extensively with other authorities such as the police, the border guards and sosical and healt care.
