From the beginning of the year 2007 municipalities in Finland have been obligated to organize 24 hour emergency social service. This has put the municipalities to a new situation where social sector must also organize how to communicate with different authorities.

In Kouvola, south-east Finland, VIRVE is now natural part of social workers daily work. Social workers on duty use VIRVE on their communication between each other. They also use VIRVE a lot in order to contact the emergency response center.
