What does the abbreviation VIRVE stand for?

Who are the users of VIRVE?
The primary users of Finland's authority radio network are all the authorities responsible for the safety and security of the state and its municipalities. Other important user groups of the network include the emergency and fire & rescue services, the Police, the Frontier Guard, Social and Health Services, the Customs Authority, and the Defense Forces.

Is VIRVE's use subject to license?
Yes, it is. The license can be applied for from Suomen Erillisverkot. Licenses are granted in accordance with the document titled "parties entitled to use VIRVE" that has been established by the Finnish Ministry of Transport and Communications.
